Solidarity for Change; Advancing Health and Rights for LGBTIQ+ Individuals in Lebanon

Lebanon, a country celebrated for its cultural diversity, remains a deeply challenging environment for marginalized communities; particularly LGBTIQ+ individuals. Even in times of peace, this community faces systemic discrimination, limited access to healthcare, and the absence of legal protections. These vulnerabilities were starkly magnified during the 2024 war, which left LGBTIQ+ individuals at heightened risk of displacement, exclusion from shelters, restricted healthcare access, and increased stigmatization.

Amidst this turmoil, Proud Lebanon emerged as a vital beacon of hope, stepping in to provide essential medical services, mental health support, safe spaces, and critical resources like HIV medication. Yet, the crisis exposed more than immediate needs; it laid bare the fragility of existing support systems and underscored the urgent necessity of sustained, inclusive interventions.

With steadfast support from the International Planned Parenthood Federation (IPPF), Proud Lebanon launched a multifaceted initiative from June to December 2024 aimed at addressing these urgent gaps. This initiative not only provided immediate relief but also focused on long-term empowerment, capacity-building, and advocacy to foster lasting change.

Building Inclusive Healthcare Capacity

A cornerstone of the project was the sensitization workshop titled “Creating an Inclusive Healthcare Environment for LGBTIQ+ Individuals in Lebanon,” held on December 9, 2024. This event brought together 40 healthcare professionals from across Lebanon for a deep dive into the needs and challenges of LGBTIQ+ patients. With expert-led sessions on SOGIESC understanding, gender-affirming surgeries, hormone therapy, and mental health, the workshop equipped participants with practical tools to foster more inclusive and compassionate care. Attendees described the experience as transformative, marking a significant step toward dismantling systemic barriers in healthcare.

Raising Awareness and Shaping Public Discourse

Proud Lebanon amplified its reach through two impactful social media campaigns. For World AIDS Day 2024, the “Undetectable = Untransmittable (U=U)” campaign debunked myths around HIV, emphasizing that individuals with an undetectable viral load cannot transmit the virus. A compelling video, produced in collaboration with the National AIDS Program and widely shared across platforms, became a critical educational tool.

For Human Rights Day 2024, Proud Lebanon released a powerful video highlighting the universal nature of human rights and the urgent need to protect marginalized groups during times of crisis. Featuring Lebanese actor Fouad Yammine, the campaign resonated widely, fostering empathy and sparking crucial conversations about equality and dignity.

Research-Driven Advocacy

A landmark nationwide study was conducted in partnership with Dr. Rita Barotta from the Lebanese American University (LAU). The research assessed healthcare, education, employment, and societal challenges faced by LGBTIQ+ individuals, spotlighting pervasive discrimination and legal gaps. The findings, to be launched at a public event hosted by the Lebanese Union for Change (LUC), will serve as a foundation for future advocacy and policy reform, advancing Proud Lebanon’s vision for systemic change.

Expanding Access to Healthcare Services

Proud Lebanon’s commitment to sexual and reproductive health was exemplified through its mobile clinic initiative, which delivered free STI testing in high-risk areas like Dora and nightlife districts before war-related safety concerns forced a pause. Despite operational halts, the organization ensured continuity by redirecting individuals to its main center for Voluntary Counseling and Testing (VCT).

Complementing this, Proud Lebanon’s medical team, supported by IPPF, provided an array of essential services:

  • 330 people living with HIV continued receiving antiretroviral therapy (ART);
  • 30 transgender patients accessed endocrinology consultations;
  • 255 general consultations were provided before the departure of the original GP, with an additional 55 consultations by the newly appointed GP;
  • 117 infectious disease consultations ensured tailored HIV care.

The organization’s resilience ensured that lifesaving services remained available, even as conflict and logistical challenges mounted.

Integrating Mental Health and Psychiatric Care

Recognizing the compounded mental health challenges of LGBTIQ+ individuals; exacerbated by war, stigma, and social exclusion; Proud Lebanon expanded its services to include psychiatric care alongside its existing psychological support programs. Forty psychiatric sessions were provided, addressing complex conditions such as PTSD, depression, and anxiety, and reinforcing a holistic, multidisciplinary approach to mental well-being.

Empowering Community Leaders

To strengthen advocacy and foster local leadership, Proud Lebanon conducted awareness-raising sessions across Tripoli, Zahle, and Beirut, both in-person and online due to conflict-related constraints. Additionally, a two-day workshop in September 2024 trained 20 LGBTIQ+ leaders in advocacy, legal literacy, and community organizing. These efforts culminated in the formation of the Lebanon Unity Network, a grassroots task force dedicated to advancing LGBTIQ+ rights and pushing for the repeal of discriminatory laws, notably Article 534 of the Lebanese Penal Code.

Improving Infrastructure for Sustainable Impact

Thanks to IPPF’s grant, Proud Lebanon enhanced its center’s infrastructure; tiling the main room, repairing security systems, and addressing structural issues to ensure a safe and functional space for beneficiaries. While plans for a solar energy system were postponed due to budget constraints, these improvements mark a significant step toward creating a welcoming and secure environment.

Strengthening Monitoring and Evaluation

A dedicated Monitoring and Evaluation (M&E) consultant developed a tailored M&E plan for the project, laying the groundwork for improved accountability and learning. This framework will inform Proud Lebanon’s future initiatives, ensuring effective tracking of outcomes and impact.

A Call to Action

The challenges faced by LGBTIQ+ individuals in Lebanon are systemic and multifaceted. As Proud Lebanon’s research and fieldwork have shown, access to shelter, healthcare, and safety cannot be taken for granted. Sustaining and expanding these efforts requires ongoing support from donors, policymakers, and allies who believe in equality, dignity, and human rights for all.

The Solidarity for Change initiative, supported by IPPF, stands as a powerful testament to what is possible when commitment meets compassion. Together, we can continue to build a Lebanon where every person; regardless of their gender identity, sexual orientation, or HIV status; can live with dignity, health, and hope.
